As smart glasses gain facial recognition and always-on cameras, Norway's government is moving to regulate the devices before covert public surveillance becomes an unavoidable feature of daily life.
Imagine sitting at a café, and the stranger at the next table isn't just glancing your way. Their glasses are quietly capturing your face, running it through a database, and surfacing your name, your job, maybe your social media history, all before you've finished your coffee. Norway is now considering a ban on camera-enabled smart glasses and similar wearable headsets, part of a broader push to regulate a technology that has outpaced the laws meant to govern it. Digital Minister Karianne Tung told the AFP news agency that the government intends to regulate devices like those made by Meta and Snap, which pair internet-connected cameras with the kind of everyday accessories people already wear without a second thought.
These aren't clunky prototypes. They look like ordinary glasses, sunglasses, even headphones. That's precisely the problem. A camera hidden inside a wearable is a camera nobody around you can see, and soon, some of these devices may include facial recognition capable of identifying strangers in real time. When the people reviewing your data can stumble into your bedroom without you knowing it, the promise of "smart" technology starts to look a lot like a surveillance liability.
Most privacy law was written for a world of stationary cameras and identifiable devices, think security cameras mounted on a wall, or a phone someone visibly points at you. Wearables scramble that logic entirely. There's no red recording light, no raised phone to signal "I'm filming you." Just a person wearing glasses, doing what millions of people do every day, while a camera runs in the background.
Tung described this as part of a "clear trend toward combining artificial intelligence with cameras and microphones built into glasses, headphones, hats and other objects we use in everyday life." That phrasing matters. She's not describing a single rogue product. She's describing a category of devices multiplying faster than regulators can track, each one blurring the line between personal technology and public surveillance infrastructure.

Her stated goal is straightforward: "We must prevent this equipment from being used to monitor other people in public places." That's the crux of the issue. Wearing a camera isn't the violation. Using that camera to track, identify, or record people who never consented to it, that's where the harm begins. Tung specifically flagged facial recognition of others in public spaces as a likely target for restriction, which would put Norway ahead of most countries still debating whether facial recognition needs any guardrails at all.
To work through the details, Tung plans to convene a group of experts who will advise the government on strengthening privacy protections. That's a sensible move. Wearable cameras raise questions that don't have easy answers: How do you enforce a ban on a device that looks identical to millions of ordinary glasses already in circulation? Should the rules target the hardware, the software, or specific uses like facial recognition? Norway seems to be betting that getting outside expertise involved now beats scrambling to write rules after these devices are already everywhere.
It's worth remembering that this isn't happening in a vacuum. Smart glasses from companies like Meta and Snap are being marketed as convenient, stylish, even fashionable, not as surveillance tools. But convenience for the wearer can mean exposure for everyone else nearby who never opted in. That imbalance, one party gains a feature while others involuntarily lose a layer of privacy, is exactly the kind of asymmetry that regulation exists to address.
There's also a workplace angle worth flagging. If reports about content moderators encountering explicit footage are accurate, that raises separate concerns about labor conditions and the psychological toll on the people tasked with reviewing what these cameras capture. Regulating the device doesn't just protect bystanders. It could also reduce the volume of sensitive material flowing through corporate review pipelines in the first place.
Norway's move signals something bigger than one country's regulatory preference. It's an early test of whether democracies can get ahead of a surveillance technology before it becomes normalized, rather than trying to claw back privacy protections after the fact. Facial recognition worn on someone's face, activated without a visible signal, challenges basic assumptions about consent in public spaces. If Norway follows through, it could become a template other nations look to as similar devices spread. If it doesn't, the alternative is a future where anonymity in public becomes a courtesy rather than a right, dependent entirely on the goodwill of whoever happens to be standing nearby wearing a camera. That's a trade-off worth debating loudly, and Norway just made sure the conversation is happening in public.
