As artificial intelligence reshapes global politics and security, Stanford's new grants aim to bridge technical expertise with policy insights to address nuclear proliferation, U.S.-China competition, and political influence.
The world is on the cusp of a technological revolution, where artificial intelligence (AI) is not just a tool but a force that can fundamentally alter international relations and security. Recognizing this, Stanford's Human-Centered Artificial Intelligence (HAI) initiative and the Hoover Institution’s Technology Policy Accelerator have launched a new grant program to explore AI's impact on global security and geopolitics. This initiative aims to bring together technical experts and policy scholars to address some of the most pressing challenges of our time.
Global AI competition is at the heart of today’s geopolitical debates. As this technology drives significant changes in economies, national security, and defense, policymakers need a clear understanding of both the opportunities and risks it presents. In April 2026, Stanford HAI and the Hoover Institution invited scholars to submit ambitious proposals for a grant program that would examine how foundation models, agents, and AI systems can inform global policy.
"AI is rapidly reshaping the geopolitical landscape," said Amy Zegart, the Morris Arnold and Nona Jean Cox Senior Fellow at the Hoover Institution and a senior fellow at Stanford HAI. "This program aims to catalyze original research that helps policymakers understand where the greatest risks and opportunities lie. We're excited that these projects will bring technical and policy experts together across campus to examine urgent questions about nuclear security, public opinion, and the use of AI in political decision-making."
Three interdisciplinary teams were selected to receive $100,000 each for their research over the next year. These projects are tackling critical issues such as nuclear proliferation, U.S.-China competition, and the influence of AI on political decision-making.
One project focuses on using AI to detect signs of nuclear development. Led by a team combining technical expertise in machine learning with policy insights from international security experts, this research aims to develop AI-assisted workflows that can identify changes indicative of nuclear proliferation. By training AI agents to comb through documents, images, videos, and satellite photos, the project hopes to provide early warnings and improve global nuclear security.
Another project is exploring the dynamics of U.S.-China competition in the context of AI. As both nations vie for technological supremacy, this research seeks to understand how AI advancements can influence strategic decisions and geopolitical tensions. The team will analyze data from various sources to model potential scenarios and offer policy recommendations that could mitigate risks and promote cooperation.

The third project delves into the role of AI in shaping public opinion and political influence. With the rise of social media and digital platforms, understanding how AI algorithms can sway public sentiment is crucial. This research will investigate how foundation models can be used to analyze and predict political trends, providing valuable insights for policymakers and stakeholders.
"We need research that translates technical AI advances into strategic insights for policymakers," said Chris Manning, senior fellow at Stanford HAI and professor of linguistics and computer science at Stanford. "These projects will help leaders anticipate and respond to AI's geopolitical impact."
The selected projects are set to begin their research in the coming months, with the goal of producing actionable insights that can inform policy decisions. The interdisciplinary approach ensures that technical solutions are grounded in real-world applications, making the findings more relevant and impactful.
As these projects progress, they will likely uncover new challenges and opportunities that were previously unconsidered. The results could shape how nations approach AI governance and international cooperation, ultimately contributing to a safer and more stable global environment.
